With the shift to a flexible, risk-based Temporary Traffic Management (TTM) model on 1 November 2024, NZTA is retiring the former Code of Practice for Temporary Traffic Management (CoPTTM).

This transition also signals a shift in priorities, as WorkSafe now places greater value on approaches that actively assess and manage risks, rather than simply following fixed guidance.

Our Core Objective: Achieving the Lowest Total Risk

Endorsed by both WorkSafe and the NZGTTM, we are dedicated to achieving the lowest total risk—a balanced approach that prevents shifting risks from one group to another. For instance, closing a road may eliminate immediate traffic risks but could force road users onto potentially unsafe detours, meaning the lowest total risk may not be achieved. We are here to navigate these complexities, delivering solutions that balance safety and practicality at every step.

The Shift to a Risk-Based Approach

A risk-based TTM strategy is more than just “safe” — it’s smart. Our "right-sized" solutions meet the unique demands of each project. Too few safety measures increase liabilities, while too many can lead to unnecessary costs and overuse of resources.
